This appeal concerns the constitutional validity of the Tamil Genocide Education Week Act, 2021, S.O. 2021, c. 11 (the “TGEWA”). The Act’s preamble purports to recognize that the Sri Lankan state perpetrated a genocide against the Tamils leading up to and during the Sri Lankan Civil War. The Act’s operative provisions proclaim the week ending May 18 (the date in 2009 on which the civil war ended) as “Tamil Genocide Education Week”, and encourages Ontarians to “educate themselves about, and to maintain their awareness of, the Tamil genocide and other genocides that have occurred in world history” each year during that week.

Genocidal Sex Abuse Against Eelam Tamil Women
Eelam Tamil women are being subjected to a wide range of sexual abuses as part of a systematic campaign of genocide against their nation by the Sri Lankan state. This report analyses pattern of sexual violence since end of the armed conflict in May 2009 to demonstrate need for international action to halt the genocide.

Tamil Genocide - Evidence and Next Steps
Based on the analysis, details and evidence presented here, it is clearly proven that the Sri Lankan government had the intent to commit Genocide on the Tamil people. The intent and pattern still exist and if not investigated by an International mechanism, Sri Lanka has a potential to escalate into further violence against Tamil people.

Tamil Genocide Education Week- Lesson Plan
The Tamil Genocide Education Week Act was unanimously voted by all parties at the Ontario Legislature and given royal assent by the Lieutenant Governor of Ontario, Hon. Elizabeth Dowdeswell, in 2021. Through this bill, Ontarians will be educated about the Tamil Genocide while also supporting the healing for the community.
