Pursuant to Human Rights Council resolution 34/1, the present document is an update on progress made in the implementation of resolution 30/1 on promoting reconciliation, accountability and human rights in Sri Lanka during the period from March 2017 to January 2018, in particular with regard to the Government’s commitment to put in place transitional justice measures. In the present update, the Office of the United Nations High Commissioner for Human Rights also looks at the general human rights situation in the country, including with respect to accountability.

2016 Report of the OHCHR Investigation on Sri Lanka (OISL)

OISL, a special investigation team established within OHCHR in Geneva by the then High Commissioner for Human Rights, Navi Pillay, began its work from 1 July 2014, and its core seven-member staff became fully operational by mid-August. Terms of reference for the investigation (appended) were published on the OHCHR website in early August 2014, outlining the timeframe, methodology, standards of proof and other key aspects of the investigation.

The Tamil People’s Council appointed a Sub-Committee on 27th December 2015 mandating it to present a report based on which public consultations for an acceptable political solution could be initiated. The Sub-Committee is comprised of representatives of political parties and civil society organisations represented in the Council. After several sittings in January 2016, this Sub-Committee produces this report for consideration by the Tamil People’s Council and for subsequent consultation with the people.
